The survey, conducted by the Adnkronos news agency, found that falling income has progressively reduced the ability of families to meet their expenses, while taxes and other bills are also taking their toll.

The data presents a picture of continuing deterioration across Italy, particularly in the south. More than 50 percent of proprietors reported unpaid monthly rent, rising to 60 percent in Naples, Bari and Palermo.

In Rome the number fell to 45 percent, while in the north only 35 percent of tenants were failing to pay their monthly rent, the survey found.

In most cases solutions are reached to delay the payments or for a portion to be paid. Only 15 percent of cases result in eviction.

Delays were also reported in condominium payments, with 25 percent of cases reported to be in arrears in the major cities.

According to Confedilizia, the national property owners’ organization, proprietors’ margins are suffering from higher taxes that can only be handled when the rent is paid.

Figures released by the Interior Ministry show that 73,385 eviction notices were issued in 2013 – a 4.4 percent increase over the previous year.

Meanwhile, the OECD said on Monday that Italy has the greatest regional disparities in the job market of any OECD countyr.

According to the study, the southern region of Campania surrounding Naples is in the bottom one percent of the worst job markets of the OECD and has the lowest income levels while the northern German-speaking province of Bolzano is in the top 15 percent.
