Maurizio Zoccarato, the mayor of the northern seaside city of Sanremo, has sparked fury after allegedly kicking a beggar.

Zoccarato, from Silvio Berlusconi's People of Freedom (PdL) party, denied any violence and said he merely wanted to “send the man away with decisive action...it was a gypsy with a dog,” Blitz Quotidiano website reported.

“It was a gesture...the homeless man was already up and leaving. I made a sign with my foot for him to take his cardboard with him.”

He added that his political opponents are simply exploiting the incident following comments by Democratic Party (PD) councillor Leandro Faraldi that Zoccarato had committed an act of "gratuitous violence".
