Uncertainty over Swedish emission rights
Swedish electricity suppliers and heating generators say they still do not know how much CO2 they will be allowed to emit next year under the EU's emissions trading scheme.
EU regulations for emission rights will not be complete until the new year, meaning that companies have to rely on guesswork when planning how much CO2 they can emit.
"At best we will take a decision on distribution rules in January. If the EU has further changes to make it could take until several months into next year," said Ulla Janische of the Swedish Environmental Protection Agency to SVT.
