'Make it easier to expel bullies'

Bullies who make life misery for their fellow pupils could be forced to move schools under proposals from schools minister Jan Björklund.

The government wants a quick change to the law to make it possible for local authorities to expel bullies from schools. Björklund said that no pupil should feel afraid of going to class.

"School policy has been too weak, and has protected bullies more than victims," he said.

Pressure for a law change comes after a court ruled that a school in Robertsfors, northern Sweden, acted illegally when it expelled three boys in the middle of the academic year. The boys had assaulted other pupils and bullied them over the Internet. The school has appealed the court's decision, and is awaiting a decision from the Chamber Court.

The government plans a full reform of Sweden's Schools Act in 2008.
